Part 139 Certification Services
Has your airport been cited for deficiencies by your FAA certification and safety inspector? Are you opening an airport to commercial service from scratch? Are you new to the ARFF industry and looking for assistance with the myriad of regulatory requirements? Hortonville Consulting LLC is here to help. We have seen the bad side of an FAA inspection, and our staff have been through the complete turnaround of airports, bringing them into full compliance with the FAA’s regulations and advisory circulars.
Airport rescue firefighter recurrent training programs
Our training programs come in two varieties. The first takes the hassle of training out of your hands entirely. Our staff will travel to your airport to instruct your staff in the 11 categories required under 14 CFR Part 139.319, and meeting all of the objectives in Advisory Circular 150/5210-17B. This training is geared to the smaller airport that does not have the staff or resources to provide in-house training. Our instructors can work with whatever skill levels your staff has, from just starting out in the industry to many decades of ARFF experience. Evaluation of skills and knowledge is a part of every lesson to verify that students understand the material, ensuring proficiency in all of the required skills. All training sessions include training reports for your records.
Our second program style comes in a package format. Lesson plans, PowerPoints, and if needed, physical props are available to help you establish a top-notch training program. Again, our staff will examine your specific needs and help to bring your training program where it should be. Once the training program is developed, it is yours to work from. Training records management
One of the greatest problems facing the ARFF industry is managing our training records. Hortonville Consulting LLC can examine your current training records management system and help not only to make it compliant with the FAA’s requirements and needs, but to make it simple to use and easy to maintain. Both paper record systems and computerized training record systems are available.
Foam testing
The Federal Aviation Administration requires annual foam testing of all ARFF vehicles. Is your airport up to the task? Our staff uses computer calculated conductivity testing to check your apparatus to ensure – in the field – that it is producing foam that is up to the manufacturer’s specifications. Because we know immediately, most foam system problems can be fixed during foam testing, eliminating a trip to a maintenance facility and further foam testing. Hortonville Consulting LLC will perform the testing at your airport using our testing equipment, ensuring a minimum of equipment downtime. For airports that are particularly busy and have small windows of time to perform the testing, we will work with you to schedule the tests.
All foam testing is completed to the requirements of NFPA 412, Standard for Evaluating Aircraft Rescue and Fire-Fighting Foam Equipment, which includes the following tests:
- Percent concentrate (conductivity method)
- 25% Draindown
- Expansion ratio
- Distance
Upon completion of the foam testing, an individualized report will be provided for each truck that is tested, outlining any problems or areas of concern that were detected during the foam testing process.
Pricing for foam testing is $300 per vehicle. Additional travel costs may apply. If you would prefer to complete the foam testing on your own but don’t know how, Hortonville Consulting LLC can meet your needs as well. Over sixty airports in the United States, Canada, and Europe, including a number of military fire departments, are using our foam testing system and software. Our staff will come to your airport and walk you through the foam testing procedure, using your apparatus and staff, guaranteeing that you can perform your annual foam testing without further costs or outside assistance. All of the equipment needed to provide foam testing, including a conductivity meter, is included. With the foam testing class, you will also receive free lifetime technical support via phone or email to help you through the bumps that invariably show up in foam testing.
As always, United States military and Coast Guard facilities will continue to receive unlimited free email technical support when the request is received from a valid, verifiable military email address. Costs associated with in-person training still apply if necessary.
